In a Dutch oven or thick base pan with a lid set on medium to high heat, add a little oil and heat until the oil is hot. Season your beef well with salt and pepper, and colour the meat well on all sides. Once brown, turn the heat down to low and add your onions, garlic, black pepper, Guinness, beef stock and tomato paste and stir together. Leave on low heat for an hour to help thicken the juices. While stewing in another pan saute carrots, potatoes and onions and add to stew after fifteen minutes. Leave the stew for a further 40 minutes and serve when done.
